About Peter Gulia

After more than 21 years’ experience with one of America’s largest retirement-services businesses (which served thousands of plans and over 10 million participants with over $200 billion invested), Peter now counsels employers that administer retirement plans, and investment advisers, trustees, and other fiduciaries.

Although Peter concentrates his practice on retirement plans, he continues to advise investment advisers about their fiduciary duties and compliance procedures under the Investment Advisers Act of 1940, the Employee Retirement Income Security Act of 1974, and other laws.

Since 1984, Peter has focused on the design, governance, fiduciary investment procedures, and administration of retirement plans. Among other retirement-services firsts, Peter designed the first asset-allocation investment-advice program available for participant-directed ERISA plans without a minimum investment. The design resolved then-novel ERISA, tax, and securities issues. Also, Peter designed the first group trust that the IRS approved to allow investment by § 403(b)(7) custodial accounts.

In addition to ERISA-governed plans, Peter has wide experience with church plans and governmental plans, and with how laws beyond ERISA and the Internal Revenue Code affect retirement plans. Likewise, Peter has experience concerning how the law of charitable and other tax-exempt organizations affects those employers’ retirement and deferred compensation plans.

Peter has for 12 years published with Wolters Kluwer Law & Business. (For more information, see About Guidance Publishers.) He’s also published with ALI-ABA, Westlaw, and the American Institute of Certified Public Accountants.

Peter teaches continuing-professional-education programs, and is a member of the American Bar Association, the American Society of Pension Professionals and Actuaries (as an Associated Professional Member), the American Institute of Certified Public Accountants (as an associate of a member), and the Financial Planning Association.
